Implementing the new building control regime for higher-risk buildings consultation – our response

13 October 2022

The Department for Levelling Up, Housing and Communities has been consulting on proposals to introduce a new, more stringent regulatory regime for higher-risk buildings. The consultation was split into 12 parts, with each part covering a different aspect of implementing the new regime for buildings in the construction phase.

Over the last month we have been engaging with our members to shape a sector response to the proposals. This response covers the consultation on policy proposals for the construction phase for buildings in scope of the new regime.

In our response we have focused on the overarching themes that emerge from the consultation, as organisations implementing the proposals may be better placed to respond to the individual questions.

Our response broadly covers three main themes:

  • Dutyholders and competency.
  • Development Gateways.
  • The introduction of the new regime and resourcing.

The consultation closed on 12 October. If you’d like any further information on the proposals or our response, please get in touch.

We have also published our response to the consultation on the in-occupation regime for occupied higher-risk buildings.
