Sector Scorecard

The Sector Scorecard was an initiative that began in 2017 to benchmark housing associations' performance and demonstrate how they are providing value for money.

It aimed to demonstrate the sector's accountability to its tenants and stakeholders, and included measurements ranging from the number of new homes built to customer satisfaction.

Since the Sector Scorecard was introduced, and drawing on its example, the Regulator of Social Housing began collecting and reporting on the value for money metrics, and then the Tenant Satisfaction Measures. They allow individual housing associations and the sector as a whole to continue to demonstrate their commitment to achieving value for money and outcomes for residents.

Many housing associations continue to collect the Sector Scorecard measures themselves and as part of benchmarking clubs, but we no longer separately collate and report on the measures nationally.

The Sector Scorecard metrics

The Sector Scorecard used metrics that allowed us to compare like for like, while at the same time recognising that ours is a diverse sector encompassing a wide range of legitimate social missions.

The metrics were grouped into five areas:

  • Business health
  • Development – capacity and support
  • Outcomes delivered
  • Effective asset management
  • Operating efficiencies.

This guide sets out the definitions to be used by all participants.

Why was the Sector Scorecard set up?

Housing associations had a great story to tell but we needed to build a full and open picture of our own organisations and the sector. This information was vital, not just for us to honestly assess our own performance, but to use as part of conversations with the government, our tenants and other stakeholders.

With this in mind, a group of housing associations representing the whole breadth of the sector came together to agree a set of metrics that could be used across the sector. The Sector Scorecard was the result of those conversations.

Following the successful pilot in 2017, the sector scorecard launched for all housing associations. We made some minor changes to the measures and reporting systems following the pilot. 

Who was involved?

The Sector Scorecard had broad support across the housing association sector in England, with backing from the National Housing Federation and the Chartered Institute of Housing. An independent advisory group oversaw the Sector Scorecard, ensuring it developed into a credible tool for the sector.
