New funding available for remediating high-risk buildings under 11 metres

About the funding 

The Ministry of Housing, Communities and Local Government (MHCLG) has announced new funding for high risk buildings under 11 metres. This delivers the government’s commitment in the Remediation Acceleration Plan update published last July and supports a risk-based approach to remediation. 
 
Applications opened on 17 August 2026 and will remain open for eight weeks.

Prioritisation by risk 
 

The government recently announced that, following calls from industry, residents and campaigners, new applications to the Cladding Safety Scheme will be prioritised by risk, rather than solely by building height. We have long called for prioritisation by risk and welcome this change. 
 
Funding will be prioritised according to cladding fire safety risk, with priority given to buildings that present a high life critical cladding fire safety risk. 
   
Housing associations can now apply for funding through the Cladding Safety Scheme, delivered by Homes England. Responsible entities can apply via the Building Remediation Hub. The application window will remain open for eight weeks and close on Friday 9 October 2026. 
 
Applications may still be submitted for buildings that do not meet the high-risk threshold, supported by a Fire Risk Appraisal of External Walls (FRAEW) to Homes England. It is recommended to do so, as submitting data on medium risk buildings helps to build the overall picture on U11 buildings.  
 
Homes England have advised that applications should be submitted as soon as possible now that the window is open. Where a FRAEW is still in progress, they recommend starting the application and completing it up to the FRAEW section. Once the FRAEW has concluded, the report should then be uploaded for review. Homes England have also noted that, as funding is limited, applications will be assessed on a priority basis, with higher-risk buildings prioritised. Again, we recommend doing so as a way of helping to build the data on builidings under 11 metres.

Who is eligible? 

Funding will be available for buildings under 11 meters where a FRAEW has been completed by a suitably qualified and competent professional in line with PAS 9980:2022, and identifies unsafe cladding that presents a serious life critical fire safety risk. 
 

Before applying 

To submit an application, you will need to: 

  • Demonstrate building eligibility through a FRAEW completed to PAS 9980:2022 standards by an assessor from the accredited panel. 
  • Register a new building application. 
  • Provide details of the responsible entity for the remediation work. 
     

Important information 

  • Eligibility criteria and the application process align with the existing Cladding Safety Scheme. 
  • Homes England will manage the funding programme and assess applications, including auditing submitted FRAEWs. 
  • Funding is capped and applications do not guarantee funding will be awarded.
  • Responsible entities remain responsible for remediating unsafe buildings and should continue to explore other funding options where appropriate. 
  • Providers are encouraged to submit as much supporting information as possible, including relevant technical documentation.
