Working together to end homelessness

We are working with the Local Government Association (LGA), with the support of the Department for Levelling Up, Housing and Communities (DLUHC), to bring together housing associations and local authorities to tackle homelessness in partnership.

In 2018, we ran a series of events with housing associations to better understand the challenges the sector faces in reducing homelessness. The events revealed that housing associations are keen to develop stronger relationships with their local authority partners in order to be able to better work together on tackling homelessness. Since then, we have run more events and webinars with the LGA and produced a report to demonstrate good examples of partnership working and to encourage more housing associations to pursue partnership working with their local authority.

During to coronavirus pandemic, housing associations worked with local authorities to rehouse rough sleepers and other people who were vulnerably housed. We developed some resources to show how this could be done. More recently, we ran an event with the LGA to learn from the positive partnership working to rehouse vulnerable people during the pandemic.

We have also developed the Commitment to Refer, a voluntary commitment by housing associations to refer households at risk of homelessness to their local authority, reflecting the Duty to Refer in the Homelessness Reduction Act. We’d like to strengthen this as well as find other opportunities for better partnership working and relationship building.

Supporting Homes for Cathy

Homes for Cathy are a group of housing associations that came together in 2016 to mark the 50th anniversary of Cathy Come Home and to highlight the continuing needs of homeless people.

Homes for Cathy have developed a series of commitments to help housing associations contribute to ending homelessness.

We support Homes for Cathy and the group is represented on our Homelessness Steering Group.

APPG for Ending Homelessness

The NHF sits on the APPG for Ending Homelessness. In 2020-21, the APPG looked at Housing First. In previous years, it has looked at domestic abuse as a cause of homelessness, migrant homelessness, youth homelessness and rapid rehousing models.
