Covid-19 Inquiry Module 9 submission

25 September 2024

The NHF made a submission to Module 9 of the Covid-19 Inquiry, providing information on the financial and economic challenges which arose from the pandemic and the economic support the sector accessed in response.

Module 9 focuses directly on the economic interventions taken by government in response to the pandemic, such as additional government funding for public services. We have highlighted that we would welcome the opportunity to respond to future module inquiries to ensure the impact of Covid-19 on the housing association sector is considered.

Our submission emphasised the major impact Covid-19 had on housing associations, particularly those providing supported housing and homelessness services. We highlighted the issues around early central government funding to local authorities and the fact that there was no ringfenced funding for supported housing.

We also stressed how positive the government’s large-scale intervention into homelessness was, particularly schemes like Everyone In, which combined partnership working, clear political direction and adequate funding. We finished by describing the impact of the pandemic on residents and how additional support was provided through the welfare system.
