New Tpas guidance on fair recognition for resident engagement

16 June 2026

At the NHF, we’ve supported Tpas with the publication of new guidance on recognition, rewards and incentives for residents of social housing who take part in engagement activities like scrutiny panels, co-production workshops, or advisory groups.

This resource aims to help social landlords navigate fair recognition that values resident’s time and contributions in a meaningful way.

Why is fair recognition for residents important?

When taking part in scrutiny panels, co-production workshops or other engagement activities with their landlords, it’s important that residents of social housing are recognised for their contributions, and any barriers to engagement are removed.

It’s important that resident engagement activities are accessible and equitable for all residents to take part, without financial barriers. The guidance highlights that many residents of social housing do face barriers to getting involved in engagement activities because of financial costs like childcare or digital access. To build trust and listen to residents, it is important that these barriers are removed.

This guide aims to help social housing providers navigate how to create clear policies for resident recognition that are transparent and consistent. It’s also important that any incentives comply with HM Revenue and Customs (HMRC) tax rules and Department for Work and Pensions (DWP) benefits guidance, as well as data protection law. Incentives, rewards or reimbursement should all be clearly set out in policies, and not one-off decisions. This ensures that rewards are fair and transparent for all residents.
