Our response to the Levelling Up, Housing and Communities Committee’s inquiry into Shared Ownership

14 September 2023

We’ve responded to the Levelling Up, Housing and Communities (LUHC) Committee’s inquiry into Shared Ownership.

The inquiry looked to examine some of the “challenges associated with shared home ownership schemes, including barriers to achieving full home ownership and whether shared ownership is genuinely an affordable route to owning a home.”

Questions in the call for evidence have been grouped together around certain themes. Our submission explores the following themes:

  • How government policy priorities have increased the delivery of shared ownership.
  • The popular role shared ownership plays in meeting housing need and the diverse nature of first-tranche buyers.
  • How housing associations have supported shared owners through the cost of living crisis.
  • Different attitudes towards staircasing and how housing associations support it how a long term plan for housing can support people into a home that suits their needs – including home ownership and social rent.
