More and better homes: Regulator review of economic standards

The Regulator of Social Housing (RSH) has published a discussion paper exploring whether changes to the economic standards could help support the delivery of ‘more and better homes’.

It asks key questions, including:

  • Should the regulatory framework become more permissive to support investment and growth?
  • What safeguards are needed to ensure this does not increase risks to residents, social homes or sector stability?
  • Should landlords face more explicit requirements and scrutiny around delivery targets, investment capacity, value for money, financial metrics and stress testing?

Any formal consultation is expected in 2027, with potential implementation from 2028.

We are seeking members' views on key issues raised by the discussion paper. Please share any feedback with us by Friday 7 August.
